Tall grass Honda HRR2166VKA Max 3" Cut Height

I have an older HRR2166VKA. I have the wheels set at the maximum height. The manual and all the information I have found on this mower is that the max height setting should be a 4" cut height, however this mower is cutting at exactly 3". I even tried putting the wheel adjustment past the last hole outside of the adjustment plate and it's still just barely over 3".

Any idea if this is the standard mow height for the Honda self propelled mulch mower?
