Honda HRA215 weird noice

My HRA215 is making a weird noise. any one have any idea what it could be?
at Turtle it run at 2400RPM and at Rabit it's at 3560RPM. I have tested it. and while I move the throttle in the video it sound like the RPM is going crazy but the RPM meter is constant. the more gas the more the RPM raise to a maximum of 3560RPM.

At 3560RPM the mover run smooth and has no vibration at 2400RPM it vibrate and sound bad.

Could it be a problem with the internal parts of the Governor?

If the governor is not working at all the engine will go Zoooooom BANG and toss a rod through the side.
You can confirm the governor is governing by putting your finger on the governor arm and pushing it to increase the ngine speed a bit. The faster the engine is spinning the harder the arm should push back against your finger and the instant you let go the engine should return to the original speed.

We get different models down here with different blade set ups so this is about as far as I can take you
Take the blade off and hand it on a nail to ensure it is balanced left right
Other than that is is likely to be in whatever anti-stupidity device fitted to USA models in an attempt to prove Darwin wrong.
