Ferris fh721v charging problem

Please help my mower is driving me crazy..it will not charge battery..the battery is new..fuses are good meter readings at stator pins are within specs..volt meter reads 12.3 when turned off and stays at 12.3 when ran at full throttle ..I've probed wires for power at fuse box all good..this is not a new problem..it did something last summer so I took to dealer, only to get raped and now its doin tha same thing..mechanic told me I was loosing voltage but he didn't know where..he said he minimized voltage drop at 12.8..and I would have to live with it..from paper work looks like he replaced solenoid and fixed wire going from key switch to charging fuse..upon further investigation what he did was spliced bigger wire from keyswitch..the purple wire ....to the fuse box and put a bigger amp fuse in fuse holder..I am spinning my wheels here..im by no means an electrician and this first time using volt meter..but I've done all test I know how to do.is it possible to have a massive voltage drop across fuse board? At this point any suggestions would be helpful.

What are your readings at the stator pins? lets start there.
