Exmark commercial self propelled mower.

Hello. I need help with my exmark mower with a Kawasaki fj180v. The engine blows white smoke out of the exhaust and the engine doesn’t seem to be at full throttle. The engine seems to run at very low rpm’s. I have cleaned the carb and changed the oil. The oil seemed like it had gas in it before I changed it and i when I inspected the spark plug after it had ran and smoked the spark plug was clean but covered in gas. The primer bulb is currently broke but I’ve ordered a new one but I don’t know if that would have anything to do with my problem. I think it might be a carb problem because when I cleaned the carb and put it on the mower it at the right rpm’s and it wasn’t blowing smoke and now it’s stating to blow smoke.
