Electric Start Lawn Boy Starter problem?

Hi guys, newbie here. I have a new to me Lawn Boy 10656. It has the Honda electric start engine. Engine starts easy and runs good with the rope. I bought a new battery for the electric start, but the starter will only spin, the bendix will not engage the flywheel. The bendix will spin up and tap the flywheel, but will not engage. There is 12.5 volts at the battery terminals when trying to start it, checked with a meter. My question, is the starter terminal? Can just the bendix be replaced, or am I missing something else? Any help would be greatly appreciated.
