Cub Cadet RZT 42 Starting Problem.

When I turn the key the engine will spin about one half revolution then stop.
When I turn the key again it does the same thing again.
If it actually spins the engine for a full revolution (a rare occurrence)
it starts right up.
I have a new battery. I've tried hooking it up to a battery charger
with start mode and I still get the same thing. Any help would be
appreciated. Thanks.

I would start with looking at the valves and adjust them
