When I start the lawn mower it will idle on low and when I put it full throttle it idles fine then bogs down then back up I looked and the throttle seems to be loose or something?

Caburetor probably needs a good bath unless your govenor got knocked loose or something

Ok and the problem is ?

So you start the engine and it idled fine then when you put the throttle to high it still idled fine but then bogs down and backs up?
Was you on it when it backed up?

Ok my wife just told me what your saying.
Ha ha the engine is surging. What you see moving is the governor as it should.
Your going to need a good carb cleaning.
