V-twin engine B&S - Machine lops at slow speed -- Replaced Carb, pugs, fuel filter, fuel, adjusted vales, still lops at slow speed
Any thoughts would be greatly appreciated

Also have Single cylinder B&S that surges at at any speed, if you give it some choke it smooths out
Replace carb, fuel filter, plug, adjusted valves, changed fuel

Loping or surging can be caused by an out of adjusted governor or a broken anti-surge spring on the governor link on some engines. Hold the throttle still by hand and see it is stop surging or if it dies. If it stop surging governor it it dies carb. Surging is most of the time caused by a clogged low speed circuit in the carb.
