You really can not assemble it wrong.
The throttle cable increase the tension on the governor spring and the throttle butterfly will be fully open no matter where you have the throttle control.
The choke position will vary depening upon what type of choke you have.
A manual choke will close after the throttle control has passed the run position ( usually there is a click at that point )
Then there are various auto chokes , most of which will be fully closed when the engine is cold & off .

For any more specific information we need the make & model numbers of both the mower & engine .
