Compression release on a Briggs model 31F 707 0132E1

Sat for a couple of years. Acts like hydro lock, turns over about one stoke then stops. Carb was leaking by in oil sump. Drained oil and refilled with new. Let it sit overnight. Checked oil no gas in sump. Still same thing, so I set valves.
I can see the compression release working when I turn engine over by hand, but engine still stops.
Any suggestions as to what to do next?

See page 9 in manual above for valve specs. with engine cold. Compression release should function properly when valves are adjusted to specs. Let us know how it goes, thanks, Mark
Install OEM B&S Fuel Shutoff Valve inline if you're inclined to do so.
I would adjust valves accordingly: intake- 0.004 / exhaust- 0.006 /

Intake Valve.003-.005 in (.08-.13 mm)
Exhaust Valve.005-.007 in (.13-.18 mm)

Always set to the lower spec clearance on OHV engines as increases time between valve clearance resetting.

Clean battery connections and ground connection from batt to engine/frame. Remove plugs and crank engine to clear any liquid in cylinders. Does it spin over quickly? ASSUMING it has a good battery and starter it should crank over if decomp is working and proper valve lash.

Get some jumpers and connect the starter directly from the mower batery and see if it cranks normally
If you turn the key to "ON" and jusp the starter the engine should start
If no joy do the same but use an external battery
Works on the first test = bad battery cables &/or connections
fails fist one but works with external battery, bad battery

My 18.5 Intek is doing that. I cover the intake with my palm and let it groan through one revolution, then with nothing to compress it spins, remove hand and it fires up. My just started this mulching last fall, so I have less than an hour running it like this. Maybe it will run something through the top end, time will tell.

NEver a good idea to tack your problems onto the end of some one elses thread as most times your problem will be different to the original poster
