Clicking Noise

Craftsman Mower 11A-A2T2793
with a
Briggs and Stratton
Model # 09P7020279F1

This is a brand-new mower that was returned to Lowes and I acquired it.

Will not start. Pulled plug and does not appear to have spark. Checked the coil and it checks OK. Pulled the valve cover and the vales are not moving. When spinning the flywheel, there is a clicking noise, kind of like a leg of a spring is riding over gear teeth. The blade spins when spinning the flywheel, does not seem to be much resistance with the plug pulled. Not much more when the plug is installed. Put a dowel in the spark plug hole and spun the flywheel, it did not move.

Looking for suggestions as to what may be wrong and how to repair.

Checked the coil how ?
To do that you need a variable rate signal generator & osilloscope for starters

Sounds like a typical no oil start. Resulting in total internal engine destruction. Sounds like the camshaft and rod are broken.
