Briggs 17 HP OHV running wide open

I've got a Murray rider with a Briggs 17 HP OHV engine. The problem is that when I go to start it, it fires up and runs way to high, and the throttle has no effect at all to the engine. It doesn't matter if it's in the run or idle position, it runs above WOT all the time. I inspected all the linkages, and they all appear fine. The throttle cable moves, and the choke works properly. I am thinking it is a governor issue, but I tried adjusting it, and it didn't change a thing. Any help would be appreciated...

Well after doing some research, it appears that if the governor adjustment does not change anything, then the governor has internally broke inside the engine. Can anyone confirm this?

I'll confirm it. I have a client that didn't shut their mower down when this started happening. Shot the rod out the side of the block.

New engine installed, problem solved. Then they burnt that one up in under 8 hours. "It's a new engine, we shouldn't have to check the oil..." :banned:
