belt pulleys

hi all, i have a snapper awd sn625. i recently had occasion to remove the three pulleys. when i put them back in and tightened them to spec they would not turn. does this mean they are defective?

Maybe not, how tight is spec.?

All depends. Are they install in correct orientation? Are the bearing turn free when the pulleys are out? Just a couple things that it can be. Just the complete idler pulleys are being flagged as NLA but with correct size pulley you can change out the standoffs.

thanks for your response. can it be that the grease got hard, and so when tightened it stops them from turning?
