48" rider sheds drive belt
when in neutral and running belt engages and clutch/brake pedal bounces as belt drives
pulley alignment?
Can clutch brake be adjusted so belt doesn't engage in neutral? when not engaged seems loose and wobbly

A bouncing pedal happens because something is applying & releasing tension to the belt.
This can be a lump of debris stuck in the V of a pulley, a pulley with a flat spot or a duff bearing.
An old belt with a chunck out of it can also cause pedal bounce. so that should not be your problem .
If the transmission steady bracket or bolts are loose that can also cause pedal bounce .

Was this happening before you replaced the belt ?
Did you measure the new belt against the old belt ?
Did you fit a clutching ( wrapped ) belt, or a plain unwrapped belt ?

This is of course general advice if you want specific replies then you need to post the model number from the tag under the seat .
