Ariens mini zoom wont start due to electrical issue

I have attached a video of the noise it makes when I go to start it. This also happens when I'm sitting in it ready to go.

That is either the solenoid squealing or the starter motor squealing & I rather think it is the starter.
Remove the blower housing and check that the starter gear has retracted
They can jamb
Then remove the spark plug, put your palm on the flywheel and check you can turn the engine over by hand
You can also pull the starter off and try to run it using a pair of jumper leads.
make sure you hold it firmly because they are a high torque engine and will tend to rip out of your hands, then the jumper leads short so you now have a shot battery as well as a shot starter.
