Short sweet and to the point..
What won't happen :
Will not start

I have :
Checked for compression good
Check for spark.. No spark.. Cleaned coil (rusty) and gapped to .008 (.006-.010 recommended) now it has spark

Starting fluid (ran once for 1 second and never again)
Disassembled carb and cleaned it
Checked fuel delivery good
Checked choke and throttle functions all good

Motor # 126L02 0119 F1
Coil # 590454
Spark plug # autolite 459

What else can I do ... :( and advice will be greatly appreciated thanks in advance

First question how do you check for spark. If you have a weak coil or bad spark plug you wouldn't get spark under compression. The same question how do you check your compression, gauge or leak down test? You need spark, fuel, compression, and timing and it will run.

Since it started and ran (if only for a "second"), it sounds like the problem may be either: a bent or sheared flywheel key, weak piston rings, valves not seating correctly, a bad head gasket, loose head bolts, or a combination of any or all of the above. Before getting into the piston and valve aspect, I would check to make sure the flywheel key (a.k.a timing key) hasn't gotten bent, as this would throw off the timing. If it's fine then I recommend doing the following. Remove the cylinder head, and (if it's a walk behind) slowly turn the shaft and watch for any signs of oil seeping past the rings or scratch marks. (If it has a brake (baler) handle, make sure it's fastened back.) If there is no sign of oil seeping past, check to make sure that the valves are opening and seating properly. Clean the cylinder head and block as well as possible, including under the "lip" of each of the valve heads. Check the head gasket to make sure it isn't "blown" (swollen) or cracked and replace if necessary. Reattach the head and head gasket. Tighten the head bolts to the proper torque. If you don't have a torque wrench, tighten until it stops, then go another 1/8th to 1/4th of an inch if possible. The proper sequence for tightening the head bolts can be found on-line. Place some carburetor cleaner, starting fluid, or a small amount of fuel directly into the spark plug hole. Reattach the spark plug and wire. Start the engine. It will (probably) smoke a little at first due to the richness of the fuel, but it will clear up. If it still has the same problem, the valves may need to be re-seated.

What carb system is on it as my parts list shows primer style and possibly ready start style.

If primer then is the primer pushing fuel to carb. If not then check the gasket on the back of the air filter base.

If ready start then is the choke coming on.

You state you have cleaned the carb. Did you clean the bowl nut as this is the main jet for this carb.

How did you check spark? Did you use a spark tester? Sometimes the metal spark plug end can cause a no spark but as the engine fired then I would say it is.

Try the easy things 1st.

I can honestly say that I have very rarely gone inside a cylinder on a model 12.

Thanks to all for the reply.. The problem was with the carb.. I went through and doused it in PB blaster and used a strand of 12 gauge wire then hit it with some carb cleaner and it runs.. One more problem it keeps on surging any other ideas? And it is a ready start system It seems to be running rich ( new spark plug had a lot of carbon residue on it after only about 5 minutes of running time by surging I mean it revs up and down constantly .. It is for a pressure washer .. When the trigger is pulled the surging speeds up and shallows but at idle it seems slower and more deep

If its surging then its either a gasket not sealed properly and sucking in air or the carb idle circuit has still got dirt in and might need to be cleaned again.

Surging can also be caused by a dirty air filter. If the engine isn't getting enough air. it will act like it's being choked; resulting in a surging action.
