(445577-1187-B1) Problem with throttle

I have a Briggs v twin engine, and the throttle control by the steering wheel will not allow the throttle linkage to throttle down. It will do it manually with no problem. Also, the choke linkage on the other side works just fine. I have tried adjusting the governor arm, and the problem still exists. Summed up, my problem is that the throttle is stuck in the wide open position, and will not go move unless I do it by hand. Does anyone have any answers for this problem?

Base idle speed too high. Reduce it a little and then throttle should start to work as it should.

lubricate entire throttle cable & all linkages with lubricating oil working cables back & forth before starting engine.

Base Idle speed is 1200 rpm and the governed idle is 1750 rpm. Set using a tach
