24 HP Intek Surging Issue

Hello everyone. I'm new to this forum and need some help. I'm working on a 24hp intek. I've soaked and cleaned the carb very well but no matter it still continues to surge at any throttle position. I've checked the plastic intake for leaks but found nothing. I also had a spare main jet so I opened it up with a drill bit and that didn't even help. Most of the internal parts in the carb are plastic except for the main nozzle. Everything looks good. Any suggestions are greatly appreciated.
