I recently snapped a rod on my 21 HP B&S opposed twin (461707 0147 E1) on a Craftsman LT1000. As there was damage to the other rod and at least 1 of the pistons, I ended up ordering a used block w/ all internals on eBay. I know, probably a horrible idea, but I'm trying to avoid buying a whole new mower / engine for now as I really don't have much money to spare.

It took me a while to get everything bolted back up but now that I have, when I start it up, the engine seems to rev very high and doesn't slow unless I adjust the choke. Even at the slowest throttle position I'm afraid to run it for long. I have ordered a carb overhaul kit, but I was hoping to get some opinions from people who know more about this stuff than me as it didn't have any problems before the rod snapped. The governor / throttle assembly on the block itself looks okay, can't see any difference between it and the original block.

Anyhow, I know I probably got myself in too deep on this but if anyone has any suggestions I would really appreciate any help I can get. I can post more info / pictures after work.

You have to properly pre adjust the gov.
