Remove the air filter cover so you can see the choke(ventura), spray 2 quick sprays of gas (or starting fluid) into the ventura(choke) and then crank it immediately. It should run for 2 seconds. If it runs for 2 or 3 seconds its a carb or fuel line issue.

With 10+ year old mower, replace the fuel filter and gas lines. Modern fuel is hard on gas lines and now days its hard to tell whether a fuel filter is blocked. Trouble starts slow and intermittent but it will finally quit running.

Quality of you ohms meter should always be considered when the measurements are that close to specs.

Does the carb bowl have gas in it? Take carb off and check if the bowl is half full or more or less. when you take the gas line off does fuel run out.

There are probably 3 holes in that nut one on each side and one in top or middle. Is the needle valve moving freely ( when you remove the bowl does the gas run out on your hand). If not dirt in tank, lines or needle valve is stuck or dirty.

There is one other trick for tight bolts. Turn it clockwise just a LItttttle maybe 1/100 of a turn then try to loosen it again. You learn this trick before the days of impact wrenches.
