Could it be a problem with the internal parts of the Governor?

My HRA215 is making a weird noise. any one have any idea what it could be? at Turtle it run at 2400RPM and at Rabit it's at 3560RPM. I have tested it. and while I move the throttle in the video it sound like the RPM is going crazy but the RPM meter is constant. the more gas the more the RPM...
