1 check coil for spark
2 remove rocker cover and check valve lash.
3 if equipment available do a leakdown test.
4 if equipment not available remove head and check valves and head gasket.
Disconnect one plug wire and start engine. Does it start? How does it run?
Disconnect the other plug wire and start it. Does it start? How does it run?
Do you have a dead cylinder?
Make sure the valves are adjusted properly. There on vids on utube
Make sure to use a new valve cover gasket. The valve cover is part of the crankcase compression and must be sealed.

He probably means the cylinder is extended and won't retract. Assuming a double acting cylinder either control valve problem or low on fluid where pump is sucking air. You are right. Need more info.

Outboards have many advantages. Weight, ease of mounting, ease of maintenance, less space used in boat. Back when 125HP outboard was considered big if you wanted big HP it was an I/O. If you have ever done much work on boats you will find most I/Os are a PITA to work on.
Lots of boat shops use oil extractors. Some I/Os are an absolute pain to get to the oil pan. Let's stuff a car engine in a boat. Of course with the 4 stroke outboards up to 600HP I/Os are a dying breed. As they should be.

Tried that, didn't work. Did the resistance and voltage tests. AVR gets volts in from exciter coil but no volts out to brushes. If i disconnect AVR and apply 12v to the brushes it puts out 130v. Just kind of amazes me it takes a dump sitting in the barn.

I don't generally have problems with blade bolts and nuts. A good impact gun and 175psi of air does the trick. If not i have an induction heat gun that will heat the nuts cherry red and not hurt the seals and bearings.

It is bad practice to leave fuel for a long time in any generator. If it must be stored with fuel in it shut off the fuel at the carb and run the carb dry then fill the tank completyly full with E free fuel if you can get it.
